In accordance with the discussion set out above, we find no single-subject violation in any of the three proposals submitted (case nos. SC05-1564, SC05-1565 and SC05-1566). In the first and second cases (case nos. SC05-1564 and SC05-1565), we find the only flaw in the ballot summaries to consist of the confusion created by the conflicting deadlines provided in the proposals. This flaw, however, prevents us from approving placement on the ballot for these two proposals. In the third case (case no. SC05-1566), we find no single-subject or ballot summary flaw and we approve the placement of this proposal on the ballot. We find no flaw in the financial impact statement submitted in all three cases (case nos. SC05-1833, SC05-1834, and SC05-1835), and we approve those statements.
