03/17/2005 DISP-CASE CLOSED For the reasons set forth above, we conclude that the proposed amendment complies with the single-subject requirement of article XI, section 3 of the Florida Constitution. However, we hold that the proposed amendment should not be placed on the ballot because the ballot summary is misleading and does not comply with section 101.161(1). Because the proposed amendment will not be placed on the ballot, it is unnecessary to address the Financial Impact Statement.
