For the reasons set forth above, we conclude that the proposed amendment does not comply with the single-subject requirement of article XI, section 3 of the Florida Constitution and that the ballot summary is misleading and does not comply with section 101.161(1), Florida Statutes (2005). Accordingly, we strike the proposal from the ballot. Because the proposed amendment will not be placed on the ballot, it is unnecessary to address the Financial Impact Statement. ANY MOTION FOR REHEARING OR CLARIFICATION MUST BE FILED NO LATER THAN 12:00 NOON TUESDAY, MARCH 28, 2006, AND ANY RESPONSE MUST BE FILED NO LATER THAN 12:00 NOON WEDNESDAY, MARCH 29, 2006. ***CORRECTED OPINION ISSUED ON MARCH 30, 2006.***
