07/10/2008 DISP-APPROVED Accordingly, for all the reasons stated, we conclude that section 11.066 was not intended to and does not apply to valid judgments arising from the breach of a legislatively authorized express, written contract by the State or any of its agencies. Therefore, we answer the certified question in the negative, approve the decision of the First District, and remand for proceedings consistent with this opinion.
